"HCCF
will work with users of Community Care Services and their carers to
develop the confidence, skills, knowledge and networks through which
they can become the central influence on the services which affect
their lives.
HCCF
will assist the Council and Health Board to address and meet their
respective statutory requirements in terms of user and carer consultation,
involvement, policy and development.
In
all its activities, HCCF will operate from community development principles,
working along with users and carers to identify the issues and plans
of action. HCCFs agenda will therefore, be largely set by users
and carers. In order to protect the integrity of HCCF, statutory agencies
will endeavour to engage in good practice through early involvement,
good communication, open and accountable consultation methods and
feedback. These actions will be guided by the standards laid down
in the Scottish Executive's Compact with the Voluntary Sector."
